Mangroves Are Infrastructure – But Only If We Govern Them Like Infrastructure

What coastal protection can learn from combining ecological and engineered systems

Nature-based solutions are often presented as the gentler alternative to concrete. Mangroves instead of seawalls. Wetlands instead of drains. Trees instead of mechanical cooling. The contrast is attractive, but it can be misleading. In many high-risk places the real opportunity is not nature instead of infrastructure. It is nature as part of infrastructure.

Bangladesh’s coast illustrates the point. World Bank technical work has examined how mangrove belts can reduce wave energy and complement embankments and engineered coastal protection. Under appropriate conditions, vegetation can reduce the load on hard infrastructure and therefore influence design requirements and costs. But the effect varies with species, width, water depth, storm characteristics and local geomorphology.

That variability is exactly why mangroves should be taken seriously as infrastructure. An asset whose performance depends on design, condition and maintenance requires monitoring. If a mangrove belt is expected to provide a protective service, someone must know its required width, health, land tenure, regeneration needs and failure modes.

The problem is institutional. Concrete structures usually have an owner, a budget line and an engineering specification. Ecosystems often sit between forestry, environment, local government, fisheries and disaster agencies. Their benefits cross jurisdictions and sectors. Their degradation may be gradual, which makes maintenance politically less visible than repairing a broken wall.

This helps explain why nature-based solutions can be celebrated in strategy documents yet remain marginal in infrastructure finance. The environmental case may be strong while the institutional proposition remains vague. Who is responsible for the asset? What service level is expected? How will performance be measured? Who pays for stewardship? What happens when land-use pressure conflicts with protection?

Treating mangroves as infrastructure does not mean reducing them to a single engineering function. Their value includes biodiversity, fisheries, carbon, livelihoods and cultural benefits. The point is almost the opposite: because they provide several services at once, conventional appraisal often struggles to value them. Their multifunctionality can make them economically valuable but institutionally homeless.

There is also an important caution. Nature-based solutions are not universally cheaper or sufficient. A narrow mangrove belt will not replace major protection where wave conditions, settlement density or sea-level rise require engineered defences. Overselling nature can be as damaging as ignoring it because failed expectations undermine confidence.

The more credible model is hybrid. Use ecological systems where they can reduce hazard, complement hard structures where necessary, and design the combined system around performance. That requires engineers, ecologists, communities and public agencies to share a common outcome rather than defend separate professional territories.

Finance then becomes more interesting. Public infrastructure budgets can support protective functions. Climate and biodiversity finance can support ecosystem benefits. Philanthropy can fund early evidence, local stewardship models and coordination. Insurance and risk-finance actors may value verified reductions in exposure. But these flows will only combine if the protective service is clearly specified and governed.

The deeper implication goes beyond mangroves. Nature-based solutions will move from the margins of climate policy when they stop being treated primarily as environmental projects and start being embedded in the systems that plan, finance and maintain public infrastructure.
