Why Asia’s heat response has to move from warnings toward rules, income protection and workplace design
Extreme heat is usually introduced as a weather problem. The temperature rises, the meteorological service issues a warning, health departments advise people to drink water and avoid the afternoon sun. This makes sense until we ask a simple question: what if avoiding the afternoon sun means not earning that day?
That is the point at which heat stops being only a climate hazard and becomes a labour-market problem. The International Labour Organization has estimated that by 2030 heat stress could cost Southern Asia the equivalent of about 5.3 per cent of working hours, or roughly 43 million full-time jobs. India accounts for much of that projected loss. The number is useful not because it predicts an exact future, but because it reveals the mechanism: rising heat changes how much safe work can be performed, when it can be performed and who bears the cost when work slows down.
Most heat plans still treat this as an information problem. Better thresholds matter. Better warnings matter. Public-health messaging matters. Ahmedabad’s pioneering heat action work showed how a city can turn temperature forecasts into coordinated health responses. But information is only one layer of protection. A construction worker paid by the day can understand a warning perfectly and still continue working. A street vendor can know that the risk is severe and still remain outdoors because the alternative is losing income. A sanitation worker may have very little control over work hours at all.
This creates a policy puzzle. If the safest response to heat is to reduce exposure, who pays for the reduced exposure? Employers may lose output. Workers may lose wages. Cities may need to redesign public space. Utilities face rising cooling demand. Health systems absorb the consequences when protection fails. The risk is shared, but the incentives are not.
A more useful way to think about heat is therefore as an institutional design problem. The unit of intervention is not simply the individual worker. It is the system around work: contracts, wage arrangements, work-rest schedules, access to shade and water, building standards, public cooling, health surveillance, social protection and, in some sectors, insurance or forecast-linked cash. Heat resilience becomes real when these arrangements change behaviour before illness occurs.
There is an objection to this argument. Much of Asia’s workforce is informal. Regulations are difficult to enforce where there is no formal employer, and many micro-enterprises operate on thin margins. Turning every heat response into a labour-standard question may sound administratively unrealistic. That objection is important because it changes the answer. The goal cannot be to transplant formal occupational-safety systems into every informal workplace. It has to be to create a layered protection system that reaches people through multiple institutions.
For formal workplaces, that may mean enforceable work-rest standards, shift changes and heat-safe procurement requirements. For markets and transport hubs, it may mean shaded public space, drinking water and cooling infrastructure. For informal workers, it may require municipal protocols, worker associations, social-protection systems and targeted financial support during severe heat. For households, housing design and affordable cooling become part of labour resilience because recovery from heat exposure happens at home as well as at work.
This is why cooling deserves to be understood as economic infrastructure. The World Bank has argued that a greener cooling pathway in India could create a very large investment opportunity while reducing emissions and protecting lives and livelihoods. The important part is not the headline investment number. It is the recognition that cooling affects productivity, food, health, buildings and energy systems simultaneously.
The deeper implication is that heat policy should be judged less by whether a warning was issued and more by whether people had the practical ability to act on it. That changes what governments measure. It changes what philanthropy can fund. It changes what employers are expected to provide. And it changes the role of climate finance, which must support public and social infrastructure as well as technologies.
Heat is becoming a test of whether climate adaptation can move beyond awareness into institutions. The future question is not simply how hot Asian cities will become. It is whether work, income and public systems will be redesigned quickly enough for people to remain safe without being forced to choose between health and livelihood.
