AVPN – New Strategy to Mobilise Capital for Asia’s Transformation

AVPN’s 2026 strategy calls for Asian philanthropists, investors and governments to move from participating in global impact systems toward shaping an Asia-led framework for how capital is designed and deployed. The obvious reading is that AVPN wants Asia to mobilise more capital against a financing need it estimates at $26 trillion through 2030. The deeper point is that the organisation is questioning who gets to design the structures through which capital moves, not merely how much money is available. That matters because Asian resilience problems are often defined locally while financial products, due-diligence systems and investment expectations are designed elsewhere. If Asia increasingly develops its own philanthropic, catalytic and blended-finance infrastructure, knowledge and capital may begin travelling across the region rather than predominantly from traditional donor centres into recipient countries. This supports the shared-resilience thesis by suggesting that a more distributed development system may need regional institutions capable of connecting local problems with multiple forms of Asian and global capital. The question is whether “Asia-led” finance will genuinely preserve local problem definition or simply create a new set of financial centres that reproduce the same distance between capital and the places where risk is experienced.
